  • Accepting, rejecting or revising the scholarship and training plans proposed by different committees.
  • Establishing new faculties, institutions, departments, and research centers, academic and supportive deanships. The university council can also propose amendments on the tittles of these established institutions.
  • Accepting, rejecting or revising the postgraduate programs and degrees.
  • Awarding degrees to the university graduates.
  • Awarding honorary doctorates.
  • Accepting, rejecting or revising the academic calendar and all relative details such as breaks and holidays. 
  • Secondment of faculty members, poste them, mandate them to scientific missions, grant them leaves for scientific purposes, and end their contract according to the respective regulations.
  • Accepting, rejecting or revising courses curricula, study plans, materials, references, textbooks proposed by the relative faculties and institutions.
  • Proposing rewards and financial aids directed to students.
  • Approving the University general budget and submitting it to the Minister of Education.
  • Adopting the internal university regulations that should not lead to any financial benefits.
  • Proposing and modifying the University general regulations.
  • Discussing the general annual report before submitting it to the Higher Education Council.
  • Allocating the budgets of each college, supportive deanships, and research centers to be spent in line of the general financial regulations.
  • Discussing the University end-of-year financial report before submitting it to the Presidency of Ministers’ Council.
  • Approving the extra-curricular plans of the University.
  • Approving the appointment of faculty members based on the recommendations of the Scientific Council.
  • Accepting or rejecting donations, endowments, donor testimonials and any other form of donations that do not contradict with the mission of the University.
  • Proposing regulations related to visiting and transferring students from and to the University.
  • Discussing topics suggested by Minister of Education, or the University Rector, or any member of the council.
  • The council holds the right to constitute standing or temporary committees from its members or others to execute tasks submitted to them.
